Age 57, passed away peacefully on May 1, 2026.
He is survived by his wife, Annamarie Wexler; his children, Alicia Wexler (21) and Sam Wexler (19); his mother, Jane Rappaport Green; and his brother, Eric Wexler.
Carl was a loving and caring husband who had been committed to his wife for 37 years. They met at the University of Delaware, where Carl worked tirelessly to put himself through college, earning a Bachelor of Arts Degree in Political Science and History. While an undergraduate in college, Carl was actively involved in fraternity life. He was a part of the first pledge class of Sigma Chi Lambda, which became Sigma Chi at the University of Delaware. He was a big part of their success. After graduating, Carl’s sense of civic duty inspired him to pursue a law degree at Widener University School of Law.
Carl began his career working diligently as an attorney in private law offices, before he conducted administrative hearings for Maryland’s Department of Labor, Licensing, and Regulation and the Department of Public Safety and Correctional Services involving labor, employment, and contractual topics. He also represented both individual and corporate clients regarding employment, business, and civil and general legal matters and litigated employment, contract, and other civil matters in front of Maryland, District of Columbia, and Delaware administrative tribunals, arbitrators, and courts.
Later, he became a Human Resources Manager/Training Administrator at the Delaware Department of Health and Social Services, representing the department in administrative proceedings involving non-union and union employees, administering collective bargaining agreements, and advising all levels of management regarding employment law, benefits, and staffing issues.
Carl’s honesty and integrity shined through his personal and professional pursuits. In between his rigorous schedule as an attorney, Carl found the time to do pro bono work for needy clients through the Maryland Disability Law Center. He spoke for those who didn’t have a voice. In one case in particular, he fought for specialized care for a little girl with multiple disabilities, including autism, neurodevelopmental disorders, a pulmonary condition, a respiratory disorder, spinal cord surgery, and neo-natal drug addiction. Through his steadfast efforts, her insurance company’s decision to deny her a private duty night nurse was overturned. In addition, Carl volunteered for the Delaware Special Olympics and worked with elementary school children in the Red Clay School District through the MBNA Volunteer Program.
Carl served as an Adjunct Instructor in the Graduate Human Services Program at Wilmington University from 2014 until his passing. During his 12 years with the program, he taught a wide range of courses, most notably Law and Practice in Human Services, drawing upon his extensive experience as an attorney in the public sector. Carl was deeply committed to his students and took great pride in mentoring future human services professionals. He was widely admired for his responsiveness, thoughtful feedback, and supportive, compassionate demeanor. Students consistently remarked on his ability to foster critical thinking and to equip them with practical resources to become effective advocates for the communities they serve. His dedication to teaching and service left a lasting impact on countless students and colleagues alike.
Carl was a doting father who cherished his children and consistently made time to be actively involved in every aspect of their lives. He was dedicated to supporting their extra-curricular activities, attending and cheering them on in every choir, concert, play, science fair, awards ceremony, and sporting event they were a part of. From the time they were each 4 years old, Carl served as their T-Ball, Baseball, and Softball coach, instilling in them not only a love of the game, but also character traits of good sportsmanship, respect, responsibility, resilience, and self-discipline.
Carl was a devoted member of the Avon Grove Little League softball community, giving his time and heart both as a coach and later as an umpire. He especially cherished his years coaching the girls’ softball team, taking great pride in guiding young players - most of all his daughter, Alicia. Watching her grow in the game was one of his greatest joys. Carl loved the spirit of competition and always looked forward to match-ups against their rival team from Caln, knowing they would bring out the best in his team. After Alicia moved on, Carl stayed connected to the game in a new way, finding a second passion in umpiring. He regularly umpired KAU Kennett And Unionville Little League games, where he became a familiar and trusted presence on the field. Through his time as an umpire, Carl developed a special bond with the parents and families, earning their respect, not just for his fairness and consistency, but for the genuine care he showed for the kids and the community.
Carl made sure his children had childhoods packed with cherished memories of family fun. He took his family on multiple outings, including to the beach, the zoo, the circus, Phillies and Blue Rocks baseball games, the Baseball Hall of Fame, museums, amusement parks, rentals houses in New Hampshire, and paddleboating on Lums Pond. Carl also inspired his children to excel in every school subject, motivating them to do their very best and giving them a sense of pride in their accomplishments. As they grew, Carl encouraged them to become independent, self-reliant young adults who constantly strive to reach their full potential.
Carl left a deep and lasting impression on every single person he interacted with. His presence, dedication, and positive impact on everyone around him will be remembered fondly.
A visitation will be 5:00 pm to 7:00 pm, Tuesday, May 5, 2026 at the Jewish Community Cemetery, 401 Foulk Road, Wilmington, DE 19803. Funeral services will be 11:00 am, Wednesday, May 6, 2026 also at the Jewish Community Cemetery. Donations can be made in Carl’s name to the Anit-Defamation League (www.adl.org).
